The trouble with the prevalent approach to educational assessment is that we have divorced the certification of achievement and capability from the learning process. We started out with the aim of making the important measurable, and ended up making only the measurable important. Firm evidence shows that formative assessment is an essential component of classroom work and that its development can raise standards of achievement. Indeed, the authors know of no other way of raising standards for which such a strong prima facie case can be made.
